Why I'm Running for RMLD Commissioner

David Mancuso Running for RMLD Commissioner

While the April election is still at a distance, I want to share with you why I’m Running for RMLD Commissioner.

My mission is simple: As a Commissioner of the Reading Municipal Light Department, I will serve as a relentless advocate for the ratepayer: ratepayers must come first.

I believe my experience makes me uniquely qualified among the candidates to serve and protect the interests of RMLD’s ratepayers:

  • I have managed the law, government and regulatory needs of a Fortune 50 corporation, overseen by state and Federal regulators, with the largest number of full time union workers in the nation.
  • I have worked directly with the State’s Joint Committee on Telecommunications, Utility and Energy and have a practical familiarity with Massachusetts General Law, Chapter 164, governing electrical utilities such as RMLD.
  • I have been an active participant in meetings of the National Association of Regulatory Utility Commissioners and the New England Conference of Public Utility Commissioners.
  • I have extensive board experience, having served as Vice Chairman of the Massachusetts Chamber of Commerce, a current member of the Massachusetts Business Alliance for Education, a recent member of the Board of the Associated Industries of Massachusetts and a Program Committee member of the Massachusetts Taxpayers Foundation.

As Commissioner, I’ll work tirelessly to ensure that residents and businesses in Reading and the wider service community continue to pay the lowest possible cost for reliable, safe electricity.

I’ll work collaboratively with the other Commissioners and RMLD management to ensure RMLD is operated economically, openly and environmentally friendly to serve the needs of ratepayers today and in the future.

I will support the balanced purchase of energy that blends renewable sources like wind, solar and hydro power with traditional sources to make sure rates stay low while addressing the environment from our tiny corner of the globe. I’ll work closely with the Citizen’s Advisory Board and RMLD Public Relations to make sure every ratepayer has access to unbiased information to understand decisions made by the Board.

I will encourage the Commissioners, CAB and RMLD PR to work with environmental advocates to educate ratepayers on how energy consumption impacts costs and the environment.

RMLD’s Commissioners must provide stable leadership with a professional tone and high expectations for unsurpassed service to all ratepayers, especially with a new General Manager joining the department.

If elected Commissioner, I am ready to serve the needs of ratepayers immediately to be sure the first question asked before every decision RMLD makes will be: “How does this provide maximum benefit to the ratepayer?”

I hope to earn your support and your vote.
